Section X.2. The Land Reform (Scotland) Act 2003 provides everyone right of access over land and inland waters, subject to specific exclusions set out in the act and as long as they behave responsibly. As neither Article 2 nor the European Convention of Human Rights have an equivalent provision, it is therefore proposed that this right to public access be included for debate in this consultation.
