Section 4.4. This sits with my comments in 4.1 of a quad system. Each of the quad would sit for a statutory period of four years, with a major national poll each year to ensure power is not able to be culminated for too long against the will of the peoples of Scotland and their interests.
Section 4.4. To avoid confusion, and with that an endless discussion, it may be a suggestion to stipulate: “. . . . a statutory period of five years or so much less as a prior dissolution will determine, and will be . . . .”
