Section 4.3. If my comment was adopted in 4.1 then the executive Council of Ministers would need to be amended to reflect this. It would consist of the leaders of each of the quad and combined they would establish a cabinet and would be termed the Scottish Government. It would need to be responsive to high fluidity given the potential for its members every year. The leaders of three of the four being appointed through election by the House of Regions, General Assembly, Supreme Court at the start of each session.
