Article X

Section X4: Following any referendum favouring Scottish Independence the incumbent government of Scotland will continue under its present devolved mandate excepting that within the first three months following the Referendum it will arrange for the creation of an interim Citizens’ Assembly under terms compatible with the draft Constitution and to be confirmed after enactment of the Constitution by Parliament.

        Section X4: We have some useful experience here and we need a Citizens’ Assembly Research Group to set itself up independently of Government which in due course can negotiate directly with the politicians appointed to report on this. This is not purely a matter for civil servants and academic 'experts'.
