Section 12.3. this does not seem consistent with the sovereignty of a Scottish Parliament accountable to the people of Scotland. Public finances are a matter for Parliament although a public finances commission could play an advisory role and make recommendations to Parliament. Appointments to the commission should be controlled by Parliament.
