Section 8.10. Section 8.10. Regional Councils will adopt annual budgets limited to a three per cent deficit, during their term of administration.
Section 8.10. This should be removed entirely as it is not appropriate in the constitution. It is for Parliament to decide how regional councils, town councils etc should operate.
Section 8.10. Sections cannot be withdrawn as they may well already have been voted. However the effect is achieved by the amendment process. Simply select tab ‘rank by most voted’ and the dominant amendment replaces a less popular version.
Section 8.10. Any responsible Council or Public Body requires a business plan and budget no matter how it's financed and a 3% margin seems reasonable. Whether or not this is a matter for the Constitution is something else - I'd say not.

Section 8.10. Section 8.10 The penalties for breaching any and all financial regulations or corruption shall be severe. They will include the reclaiming of wrongly accrued financial gains and possible custodial terms.
