Section 7.17. The Scottish government will commission twenty-five and fifty-year national infrastructure master plans covering every aspect of national development.         Section 7.17. I don't personally see that this should be something that's constitutionally-mandated, but rather a policy choice that can be implemented in legislation. A good policy suggestion, but not one that's fundamental to how the state is governed.

    A Broader View of the Future

    Section 7.17. The Scottish government will commission an ongoing National Future Assessment convened by the younger generation and with a broad, wide ranging brief to inform long term policy. In particular there will be 25 & 50 year infrastructure master plans covering every aspect of national development updated every 10 years and incorporating all relevant issues currently included in local authority area and local development plans.

        Section 7.17. It's all too easy for Governments to be wrapped up in today's problems... they need something like this to make them look ahead - and that's a job for the younger generation.

    Add a new section regarding statistics. Produce section 7.18

    Section 7.17. Section 7.17 New;
    The government or its departments, shall produce statistics whenever it is deemed necessary. That notwithstanding, the state of the economy, shall have a set of statistics produced annually, to provide a perspective of the nation, with projections at least two years into the future of the economy, as defined by parliament.
    Further, to coincide not more than one week after the calling of an election, those same statistics shall be published for the previous 10 years. This is to ensure, that the Scottish people, can see the history, of not only the elected government, but also previous administrations.
    All statistics produced will be clear and succinct, with minimum caveats allowed. All terms used will be similar and data sources shall be open for view. Any caveats used must be sourced and available for view.
    The obligation shall be to produce statistics that a reasonable person can understand and make judgements on.
