Section 7.17. I don't personally see that this should be something that's constitutionally-mandated, but rather a policy choice that can be implemented in legislation. A good policy suggestion, but not one that's fundamental to how the state is governed.

In particular there will be 25 & 50 year infrastructure master plans covering every aspect of national development updated every 10 years and incorporating all relevant issues currently included in local authority area and local development plans.
Section 7.17. It's all too easy for Governments to be wrapped up in today's problems... they need something like this to make them look ahead - and that's a job for the younger generation.
