    Direct Political Rights (Optional Popular Referendums))

    Section 5.1. Parliament is the sole authority empowered to propose legislation on behalf of the people. All such legislation will include a review date and, accompanied by wording such as "subject to referendum", the date by which the people's right to (implicitly) accept or (explicitly) contest draft legislation will expire. One percent of the electorate may contest the Bill within one hundred days from official publication, in which case a popular referendum must subsequently approve enactment.
