        Section 5.1. Devolution of power closest to people is way to ensure active meaningful engagement in democracy as well as to tackle best certain issues is vital as an option. Here, Regional Constituencies with their regional governing bodies need to be able to through authority at the regional constituency level to enact certain legislation on behalf of the people in the different regionals with different needs. This respects diversity and difference, enabling localised responses legally to these.
