Section 2.19. All citizens are equal before the law, but some are a bit less equal. Citizens under the age of legal capacity do not have the right to vote (see also section 4.9).

Section 2.19. This is to eliminate the problems of one party being able to afford multiple lawyers while the other cannot, ie is an equal level of representation. Using the lowest common factor would significantly reduce if not eliminate the legal aid budget.

Section 2.19. I agree, although an explantion of what is meant by "lowest common factor" will be needed. No-one should be forced to "buy" justice.
