Section 2.4. By specifying "through the media and electronic communication and public demonstrations", this appears to be more restrictive than Article 10 of the ECHR.

Section 2.4. Freedom of expression, by whatever means, is guaranteed for all, subject to such cconditions as may be prescribed by law within the limits laid down by Article 10 of the European Convention on Human Rights.

Parliament and local authorities shall not pass any law prohibiting any of these rights, except when direct incitement of violence to individuals and/or property is committed.

Section 2.4. I would have thought that "subject to the law" covers "..and does not involve slander, libel or misrepresentation."
Section 2.4. Slander and libel are terms of English law. The Scots law term to cover bothe is defamation.
