Section 15.1. Surely a section should be included for the creation of a civil authority that oversees all complaints about the police,for too long the complaints system has been organised by the police themselves.
Section 15.1. Yes Alanhind - quis custodiet custodes? I preferred the old system of policing which was accountable to local government rather than the State. A National body should exist for coordinating certain National & supra-National functions but that wouldn't undermine local autonomy. Hope others will join this debate and perhaps move to a proposal in due course.
Section 15.1. Creation of Police Scotland instead of 8 regional forces was controversial, civil libertarians always had opposed a national police force at British level. It remains worse for civil liberties to have a national force than some local fragmentation. Hence wrong to slip a reference to a national force into the constitution.

Police Scotland will provide National and international liaison services and co-ordination as directed by Parliament. All other agencies having the powers of law enforcement shall be appointed and accountable to Parliament.

Section 15.1. To say the least, Scotland’s National police service experiment has not proved popular. We should consider reinstating the police as a local service responsible primarily to a Regional Police Authority and accountable to the elected Regional Councils. A National Police Force would have overall authority and co-ordinate National and cross border initiatives, the Police College and the like. Section 15.1. Wouldn’t it be more better to have more decentralised police forces that are more locally accountable than have 1 centralised unit?
