Housing left un used but registered, there are thousands in every council area in Scotland, there should be a provision to for councils to compulsory purchase at a price reflecting the property in its current state not as prices speculative market, this will encourage old buildings to be brought upto living quality, or being sold. Also this will bring back into council housing stock .
