Section 13.3. The requirement for mandatory management trading for all elected officials is interesting. How Is the training envisioned? Would this be done in person over a week or more? To be meaningful, would there be some form of examination to determine minimal capacity? Could one actually fail the training? I suppose that would be unlikely given that the person has been elected, but how otherwise would this requirement be made more than pro-forma?
