Section 13.1. This is nonsense. Commissions can be notionally independent until blue in the face, and still are never motivated to be independent of the interests and wishes of the political elite who create them: particularly the class interest in excluding ordinary folks from decisive influence on anything. As a result, the entire experience of commissions, for folks who write to them trying to raise any item, is that the answer is always an excuse why the item is not in the commission's remit. They are a discredited concept, a show trick of fake accountability.
