There will be provision for Regional and Burgh citizen referendums whereby a petition signed by two percent or more registered voters within the applicable electorate calling for a popular vote on an issue of concern to the people within that electorate is first referred to the Regional or Burgh Council and then put to a popular vote if the issue of concern has not been resolved to the satisfaction of the petition committee.
