Section 12.10. Currently all normally resident adult individuals can vote in Scottish elections. I see no reason to restrict it to citizens of Scotland. Foreign nationals cannot be on the electoral register unless they are qualified to vote. Amend the second sentence to: "Foreign nationals who have been resident in Scotland for a continuous period of three years immediately prior to the election date are entitled to register to vote."
