There will need to be some guidelines or framework for deciding what areas of responsibility are devolved to each level of local government otherwise there will ensue a never ending battle between lower level and higher level of local government about who decides what. Subsidiarity means as much decision making as possible is made at the lowest level and each level requires an adequate level of funding to be able to execute its responsibilities properly
Section 12.1. Is it wise to prescribe in the Constitution that there shall be two tiers of local government rather than one, or three? Would it not be better to leave this decision to ordinary parliamentary legislation as it is now?
Section 12.1. Political power is never parted with voluntarily. The devolved Scottish government has had this power since inception and has done nothing to distribute it or require large regional councils to do so. In fact by centralising the police force it has done exactly the opposite. This is very properly a constitutional matter.

There is nothing more frustrating than bright ideas being dismissed by central government politicians who know nothing of the subject and have no interest in it.
