Section 11.4. It’s important that the Constitution gets the media right. The UK media is out of control. Its self regulation doesn’t work. Ownership of the media is based on a handful of billionaires who have their own agenda and get around media laws by printing copious opinion and comment pieces rather than reporting news and holding those in authority to account.
11.4 could therefore be better defined but with greater scope and I would suggest that these basic points should underpin it:
1. Truth and accuracy
2. Independence
3. Fairness and impartiality
4. Humanity
5. Accountability
6. Ownership
With regards to (6), I hope that we won’t tolerate overseas ownership of the media or by those who are tax exiles (as is the case with UK media). No one entity should exercise a dominance in terms of ownership. A Scottish media with Scottish people at its heart.
Section 11.4. Hello Fifer! There are several challenges here, not least it would be very controversial to ban foreign and social media , even if it were practicable or justified. We can regulate Scottish registered/based media enterprises – see amendments proposed at 8.4 re monopolies, but anything which smacks of “banning” would be unacceptable. The Constitution is about broad principles and it is for Parliament to empower the Board with enough discretion and clout to take on board the points you make although if you feel the wording can be strengthened you should of course post an amendment for us all to consider.
